Our crawler

If you run a website that we read and you want to know who we are, this page is the whole answer. If you want us to stop, that is one email and we stop.

1. Who we are and what we read

Global Partners LLC operates several services under different trading names. Some of them read publicly posted notices — government and development-bank procurement solicitations, and similar public listings — so that we can tell a subscriber when something matches what their business does.

All of our services crawl under one identity, described below. You do not need to know which product is asking; the answer is the same for all of them, and telling us to stop stops all of them.

We read pages that any member of the public can open in a browser. We do not sign in, we do not create accounts, and we never submit anything to your systems.

2. How to identify us

Our addresses are forward-confirmed, the same method used to verify Googlebot and Bingbot. A reverse lookup on our address returns crawler.glblpartners.com, and a forward lookup on that name returns the same address. Anyone claiming to be us from an address that does not forward-confirm is not us:

The user-agent string is a fixed constant in our source, not a setting. It is not rotated, randomised, or disguised as a browser, and there is no configuration option that would make it so.

3. How often we read

Only when someone is actually watching. Our rule is no watcher, no request — if no subscriber is monitoring a source, we do not fetch it at all. Most sites see nothing from us most of the time.
A floor, not a target. A source we have not profiled is re-checked no more than once every 30 minutes, at a ceiling of 6 requests per minute, no matter what any subscriber has asked for.
We back off on errors and slow down further when a site is struggling. We would rather be late than be a burden.

4. Where we stop

If your site challenges us, we stop — permanently — and a person has to decide what happens next. We do not solve challenges, rotate addresses, borrow residential IP space, or retry through a block. There is no code in our crawler that does any of those things, and that is deliberate: a switch that can be flipped is a switch somebody flips at 2am when a sweep is failing.

The practical consequence is that a block works on us immediately and completely. If you are reading this because you blocked us and wondered whether we would find a way back: we did not, and we will not.

5. Telling us to stop, or to slow down

Email support@glblpartners.com from an address at the domain in question and tell us what you want. A person reads it.

Stop entirely — we add your domain to our block list and it stays there.
Slow down — name a rate or a time window and we will hold to it. We will not argue about the number.
Use a feed instead — if you publish an API, an RSS feed, or a bulk export, we would rather use that than crawl you. It is cheaper for both of us. Point us at it and we will switch.

We aim to acknowledge within one business day and to have the change in effect within five.

6. If you would rather give us an API than a crawler

Global Partners is a Service-Disabled Veteran-Owned Business, and a good deal of what we do is volunteer work. If you are a public body, a development bank, or a non-profit that publishes procurement notices and you would prefer to expose them as a feed or an API rather than have anyone crawl your pages, we will do that initial build for you at no charge.

The one condition is that there is no deadline. We fit this work around paid work, so we will not commit to a delivery date — only to doing it properly. What we need in return is access and a technical contact, not payment.

A feed serves every crawler that reads you, not only us, and it costs you less traffic than any of us do. Write to support@glblpartners.com if that is of interest.

7. What we keep

The notice itself — title, reference number, buyer, deadline, and the linked documents — together with a link back to your page as the source of record.
Nothing about individuals. We are not interested in names, contact details, or anything that is not part of the published notice.
Every alert we send links to your original page. We are traffic to you, not a replacement for you.
